Can a natural person use this certificate for the Tax Agency?

No. The Company Seal does not have the data of a legal representative (natural person) attached. If you try to use it to log into the Electronic Office of the Tax Agency or Social Security to file VAT or Corporate taxes, the system will reject it. For those procedures, you need a Representative Certificate.
